HELP: timing belt tool? PIC inside

I bought this "tool" form SPX Miller tools. Its a timing belt tool but I was under the impression is was pretty damn long. This piece is tiny? You can see how small it is compared to to beer bottle top. Any know WTF is going on here? Any info would be great, thanks!

The tool in your pic is used to move the tensioner so that you can remove or install a belt. The long tool is a threaded shaft used to adjust the tension.

If I am understanding your question.

So I should ask for the tool that adjusts the tension in the belt right? Because that is what I initially asked for!
