What is this called?

Can someone please tell me what that silver thing [the lower arm bar connected to that silver thing] is called? I thought it was called the "control arm" but I can't find it in this torque spec manual. Is it the crossmember?

Basically, I need to find the torque spec on that bolt that the Cusco Lower Arm Bar Version I ties to.

The service manual refers to it as the "Lower Arm Assembly." Also in accordance with the manual, the bolt should be temporarily tightened and then fully tightened (138+/- 7 ft-lbs) with the vehicle on the ground in an unladen condition.
