I lived in SoCal for 7 years. I drove without a front plate for 5 of those years and with a "cute custom" plate for another year. While I did receive a few tickets during that time, not one was for not having a front plate. It might be illegal, but I have never been cited for it, even when dealing with cops who wanted to be jerks (rarer in california than arizona!).

The auto plate lifter is on this site http://www.autoloc.com/products.lasso I didnt see it on their site so you might have to contact them. I saw it advertised in a magizine. Its a hinge system that you can control from inside the car. Good alternitive but its $150
