I had a worked wrx before my evo and as of right now i have a 05 gsr with hks rs intake and tbe and it pulls slowly on a 05 sti with tbe, perrin intake and utec tuned. Gearing makes a big difference. The evo just takes to mods so well. Throw a set of cams, headstuds, mr bov and a tune and you are putting down 340whp.

If you are definitely going to mod your evo, don't bother with an MR. Get a RS and throw the extra money you would have payed for an MR into mods. Add a set of coilovers to the RS and a P2 works flash, throttlebody, and turboback and you will have a much faster evo with more handling and torque than an STI for the same cost as a stock MR. My MR is stock and I still like it better than my modded STI because it would easily outhandle my modded STI.

The '04 STis biggest fault is the 5x100 hubs. Pad knockback was evident even in the occasional 'S' bend on the street. Very dangerous and should never have been allowed on a 3000lb+ car from the factory. That was the primary reason for trading in mine for an '06 STI.
I owned my '06 STI for about 15 months and was content with its power and performance(I still have the fastest stock turbo, pump gas time on NASIOC) but wanted to take it a bit further. After adding up the costs of a turbo upgrade and the fact that I'd still be stuck with retarded gear ratios for a turbocharged car(come on, 4th gear tops out at 99mph!), it just didn't seem like the smart thing to do with the goals I have set for myself.
Enter the Evo 9 RS. It's much lighter, has huge potential from the stock turbo compared to the STI, sharper steering, better gearing(they finally got it right with the '07 STI, argh), and good riddance to that god awful cop/kiddie magnet wing.
