I bought my Evo at HB Mitsu. They had the front plate mount installed, but in such a way that no drilling was required. I took off the mount as soon as I got it home. I just got the DMV plates a few days ago and gosh, wouldn't you know it, I still haven't found the time to put it back on .

I don't have it on. But then again when I bought the car there was not a mounting plate so I really didn't have a choice. I haven't had any problems yet though. My car is wingless though so I think that helps a lot.

I told the dealer when I ordered it "for god sake don't put that bracket on." I wanted to enjoy the front end during my "in transit" period. At least this way you are guaranteed not to have a hole in your bumper. And you can put the bracket on yourself without using that tapping screw. Now I roll with the plate inside my windshield held in place by two 45 cent suction cups like I saw some other posters do. It's at least an attempt to appease authority rather than a blatant disregard of it.
