You can view them for free or purchase it as a dvd, but you need to get in touch with someone first at www.Lancer-evo.net and see if the DVD they burn will be in NTSC format. If you buy the copy from them it will cost around $25 to $30 if you get the Evo VIII, MR and IX manuals burnt to a DVD.
If you have a DVD RW on your computer I think it won't matter as the software for most re-writers will actually will give you the option to change formats.
But anyway this is not a full manual it is just supplemental pages to add to the Evo VIII manual and the Evo VIII MR manuals.
