Yes but that wheel is offered on the JDM model, so that is what makes it JDM.
Technically, JDM refers to OEM parts that are offered on the cars in their domestic market. As in, the Evo VIII MR Headlights and Tails, which are sold as standard on the car in Japan but which no Evo model here ever got.
Over the years, JDM has been expanded by the public to basically mean anything sold in Japan that is difficult to get here through the "normal" channels.
The Evo sold here does not differ significantly from the Evo offered in Japan anymore. Where I tend to find the biggest differences are in Honda's - the guys rebuilding old school cars (CRX's, and even Integra's) go nuts. JDM clock, JDM coin holders....there is so many small, subtle differences it is insane. Some don't care at all about it, others like it merely because it is JDM, and others still like it because of the effort that went in to finding out what is different and what is not, and then the effort that went in to actually finding or sourcing the part, and finally installing it - for me, that's what the "neat" thing is. Does not necessarily make it "better" or "cooler", just different...and it's those small things that set your car apart from the next guy's.

But even what JDM means to the common enthusiast is completely outta wack now. Flip through any Japanese "spo-com" magazine and you'll see a ton of what we call "rice" all over in Japan. Tenzo, VIS, etc stickers all over a S15 Silvia? What the heck. Blame the damn F&F movies for this. Japanese enthusiasts are putting a lot of "American" crap all over their car to a point where US junk = Japanese junk.
