I Believe it is differnt from state to state, In the state of va u buy the car and rebuild it and then someone from the dmv has to come down and check it out and as far as knowing what you are buying you could check something like carfax.

Well, I live in Florida, and I owned a totaled car, that was rebuilt, and had a salvaged title. So it is possible in Florida to do it. I bought the car from a body shop and had no problem with registration, or insurance. However, from my understanding a motorcycle cannot be retitled... The car was in perfect condition, and never once had a problem...

The way people do it is to fix it and then re-register in another state, I think through a dealer. Most states will re-register it as salvage also but there are some that re-register the title clean (not sure which ones). Thats how a lot of storm damaged cars end up getting re-sold.

Salvage titles can be REBUILT, but it will say just that on the title. Sometimes going across state lines will "clean" the title but it will always have the history with it. Sometimes vehicles i.e. motorcycles will carry a certificate of destruction in which case it cannot be driven on public roads or rebuilt again.
I am in the process of rebuilding a bike in Illinois for use on the street. I went to the states website and there are a bunch of things that must happen in order for the bike to be cleared for use on public roads again. Must have receipts, original title, etc...But it can be done in most states. Keep in mind the car will be worth MUCH less than a clean car though.

I just did this a little while ago, so let me tell you how it works in WI...
You get a "totalled" car.
You go to the DMV and get a new title, branded as "salvage".
You fix it.
You take it to a "certified salvage vehicle inspector", who checks it over.
The inspector sends your salvage title in with his report, and all your reciepts for parts, to the DMV.
You get a new title, branded "rebuilt salvage".
You can now issue plates to it.
Thats how it worked for me.

salvage, salvage rebuildable, theft recovery, certificate of distruction, etc.
I bought a 1996 infinty with a clean N.C. title. I COULD NOT get the car titled in florida because of its salvage history. This happenned like 7 years ago. I had to send the car to the bahamas to get rid of it. Nothing short of a real nightmare. laws are even stiffer now.
