keep in mind the evo can be driven year round in bad weather, whereas an FD can be big trouble...

You got that right...the FD is not weather friendly. Lightweight, RWD and gobs of hp don't make a pretty mix in snow. Honestly though, it's such a great chassis that unless you get really stupid, it's easy to drive in the wet. Snow? That's another story! The Evo is much easier to drive and very fun. You can be pretty darn stupid in the Evo and get away with it. Due to the weight, it doesn't have the finesse but it's pretty tossable regardless. It doesn't recover as well in tail-out driving. Go around a U-turn and hang the tail out and you'll see what I mean. I will only say that if your rotary isn't reliable, you're going to the wrong shop.

my rx-7 was pretty reliable most of the time however the problem with these cars is that most owners dont know how to take care of them properly and thus when you get them they are in need of some major work before they are reliable again and in top shape.

Yup, that's the rub. There are maybe a handful of people in the country that know how to properly build and maintain a turbocharged rotary. N/A, they're dead reliable and stupidly so. Turbos add a lot of complexity to the reliability equation but it's not out of the realm of possibility. If Mazda had just done their homework to start and produced tens of thousands more, there's be more specialists and the rotary wouldn't have the reputation it does now, sigh....
