What is this?

I was looking under my hood just now and noticed this piece just hanging out, without anything running through it like in the picture. So I'm wondering, should something be there, and if not, why do I have it?

that's where you hook up to lift the engine up/out.

The thing with the hole trough it is the earthing when you give someone starting help. Check the manual.

Its the Flux-capacitor-relay-junction-sender-wire. (read your owners manual)

Actually I would say something like an EGT probe or something. The manifold is NOT stock, that would have been my first clue! just kidding with you newbie, no need to get upset..

It's an eye hook to use when pulling the engine from the car.

I dont think you should pick up an engine from an aluminum headed engine with two 10mm bolts securing it. I believe its an earthing spot, but that just may be a joke. I dont know actually, but I do know the piece going into the manifold is an EGT sender.

Its the Anti-lag system found on most UK and Japan Evo's. It's also deactivated from the factory.

But I don't have that wire/pipe (Arrow pointed in the picture) but the USDM evos have them, like in Conphuzed's evo.
(Sorry Conphuzed, for using your pic without asking.)
