Just to clarify the Diff issue:
JDM EVO VIII RS
Front: Helical
Center: ACD
Rear: Mechanical (Super AYC = optional)
JDM EVO VII RS II
Front: Helical
Center: Viscous
Rear: Mechanical
JDM EVO VII RS

USDM EVO VIII

The USDM EVO has same diffs as the VII RS but NOT the same as the VII RS II & VIII RS variants.
The reason why the VII RS came with minimal differential hardware is because the people buying it were likely to upgrade the diffs depending on what the rules would allow for whatever type of competition they were participating in. Notice on the website that the VII RS came with cheap 15-inch wheels which were also likely to get upgraded.
I think the best set-up might be the one that belongs to the VIII RS.
