Buy an old P.O.S. Buick station wagon with body rot all over, the worst eyesore you can find. Make sure its registered and inspected legal, then park it in front of his house. Move it only as often as you need to to keep from getting any more tickets.

yeah you could say I should report him for every violation that he does (and he does), but he's a retired cop and has lots of connections. any suggestions on what I should do?

Go to the local PD & ask for the Capt - tell him wha'ts up, show him the tickets(are they all signed by the same cop?) & tell him if it continues you'll log a harassment complaint with the Mayor's office. Plead not guilty to the tickets, go to court, tell them it's harassment & you've already spoken to Capt &/or filed complaint with Mayor's office....Traffic Court will probably cut you a break.

Ok well if you planning to roll that way why not just do this:
You go to his house. and ring the door bell. wait till he answers the door. Just stare at him. for about a good 20 seconds just look at him without saying anything. Then out of nowhere say. "I love you." . get on your knees and propose to him. Dont get off your knees until you get an answer. And make sure your holding your mothers diamond ring. That will really freak him out. When he says no, start crying and yelling "I love you!! (NAME)" attract the neighbors and embarrass him. . do this for now. ill come up with more things.
