most say it's not worth the few hp for the money (maybe because they're poor?)

Uh, no, it has nothing to do with being poor. That's one of the dumbest things I've ever read on here...
It has to do with spending your money wisely to get the best parts that make the most power for the least money. An intake is for looks and sound, neither of which are worth the cost.

i had my evo for 3 yrs with an open air element (cone) intake.. with ZERO problems. i was pulling good numbers with it..... people will tell you that it's not good if they aren't "pushing" that type of intake...... but ofcourse you have to get tuned for the intake and whatever other mods you have/get...

Intake and Cat Back here with no tune and all is well. I never race or track the car, so I can't say anything re: HP gains, etc. All I can say is no codes and no WORSE performance. WARR knows his stuff, so if you want HP/SPEED/PERFORMANCE vs. COST advice, he's the man.

Your question is legit. And yes, it is for mostly looks and sound. I would spend it on a boost controler, and a nice tune. Or save it and get a TBE, search the for sale sections you can usually find good deals there.

Here's a couple more opinions and results from big EVO vendors doing a just cone filter.

BTW Buschur's intake is only $80.

Just look at a logged MAF signal with each filter. The stock will be nice and smooth and the cone filter will be very eratic.
Dynos lie everyday, so any dyno number that show gains don't mean much.
Also, here is why you can get a gain from an open filter on the dyno.
The thing is that when you dyno a car, the hood is open and the aftermarket intake get cold air that it normaly wouldn't get when on the road (with the hood closed), therfore making power that it wouldn't on the road. Now, when the stock intake is dynoed, it's gonna perform worse then when on the road because there is no way to make air go into the stock air duct as fast as it would on the road.
That the reason a cone filter will make more power then a stock filter on a dyno.
Also, both of those people in those quotes are trying to sell their product.
Last, but not least, I know for a fact that mitsu has a way better R&D dept. (better engineers, better equipment, etc) then Slowboy racing, Burchur, Vibrant, etc.

however, buschur and mitsubish has different regulations that they follow as well as the price range and customer base.
if mitsubishi didn't have to follow their budget guidelines or the federal emissions standards, I'm sure we'll have just about the craziest Evo here, no questions asked. This goes for all the other manufacturers as well.
open element intake seems to give you more of a top end power while the stock intake does give you the overall range of power.
however, the MAF sensor is very sensitive and the left over air blow out (from the open element cone) isn't contained which does give you an idle problem time to time as well as giving you a inconsistant afr reading, which most of the times it'll go up and down hitting the lean spots, pulling timing on stock setup.
VTA is not for MAF sensor. Once you go MAP sensor, i think VTA and Intake makes more sense, in a sense that you could actually use them.
last time I checked, stock air intake box could handle up to 400whp or more, so I don't see the point of changing it, unless you really want that sound experience, which I think is worth the money if there are no performance loss (with the proper tune).

Like you said, stock box is good up to 400HP, so no reason to change it other then sound.
