Standard Labor Rates for work

Is there any book or guideline for standard labor rates for working on the evolution like say..

Chaging timing belt x.x hours*shoplaborrate.

Clutch install x.xhours*shoplaborrate

So on and so on.. I'm having my engine built and i'm worried about the shop running up a very large number of hours when indeed it wasnt.

+1 prices should always be quoted beforehand and they are not legally allowed to exceed the quote without your permission even if the work has been finished already.

they are legally required to quote you, if they wont leave and find a shop you trust

Why would you even stick around if they won't quote you?

Any shop that refuses to quote you shouldn't be trusted for anything past changing windshield wipers IMO. It's just *asking* to get scammed.
