Flash might not be the best route since you need to have mods in order to have the full potential for power.

performance mods are going to be a little iffy cos you don't want to get things that will be a pita to install. Not saying he can't install them, but chances are if it's stock, he's probably not into taking the thing apart every weekend. The cheapest Megan is something like $380 and then there's a possibilty that he doesn't like it loud. Besides, you don't want to get something that will cost him more to install. On that note, a flash would be the best thing, but you'll have to get him to part with his ecu for a while which might spoil the surprise.
pads are a no-no also cos if they start squealing, we might even get to hear about them on evom as well. having said that the DS2500's are a safe bet at around about $300 for the front and rears and are highly unlikely to make any noise while being far better than stock. This way, he will save on pads also so he gets an increased performance while actually saving some money.
or you could go for HKS DLI II's (over budget) or for a little less get a Buddy Club Condenser. Shouldn't be too hard to install and works for a lot of people.
K&N drop in is about $65 and cleaning kit for $10 can't go wrong but a little cheap. DO NOT GET THE TYPHOON KIT. I suppoer you can add some ss brake lines to this (Goodridge or similar) plus a bottle or two of brake fluid to round things off.
That's all I can think of for now. I'm not into exterior mods and I'm not into gauges so can't help there. Anyway good luck. I'm sure whatever you get, he'll appreciate it.

all sorts of places sell them - try www.buschurracing.com under 'ignition'. Prices vary so shopping around is a good idea. Do get one with the wiring harness for the evo though. You don't want to mess around making your own cables and stuff.

The track day would be a perfect gift. He can live out his Gran Turismo fantasy. He has the car to do it. If you can, try to find an HPDE where he'll be taught how to drive by an instructor.

does ftw stand for fort worth? because if so you can stop by the 28-29th in dallas and pick up a flash for around 175 i believe you'll have to check dynoflashes thread because im down for a custom tune and a reg. flash takes less than 15 min and will give the car sum kick

He'll have a lot of fun and he'll work on the best mod, the driver mod.

You're very sweet and thoughtfull. On the opposite side of the spectrum, my wife spends nearly every waking hour trying to talk me out of Evo mods. She's sleeping now. I gave her lots of wine. The credit card comes out as soon as I hear her starting to snore.
Here's an idea. For less than $350 there's really only one thing you can do to a stock Evo that will make a HUGE difference, won't cost lots of money to install, and wouldn't even require proffesional installation. It's not a flash, plus those mail-in deals are not that great and he'll be without the car's ECU for a week. Plus he's gonna need another flash down the line if he ever modifes the engine. Let your BF pick when, where and what kind of flash he goes with. Getting him a flash for his Evo is like him buying you a set of dishes. They may be nice, but it probably wasn't the particular look, style or brand you were after. Also DO NOT buy him some sort of visual mod. Those kind of mods can be "hit or miss" even when people buy them for themselves after months of research. Check the private party "for sale" section for proof of that. And finally lowering springs are the poopiest of poopy ideas. Installation would cost more than the springs themselves. Plus they do nothing to improve handling. The only way to lower his car and improve handling is with coilovers and they all cost well over $1k. I personally think the track day isn't a bad idea at all but I think I've got a better one that will give him instant gratification. Plus the cost of the part and installation will be under $350...
better than a BJ
The Hotchkis 24mm Rear Sway Bar (3-way Adjustable) will be a direct bolt-on for his car. It will noticeably and instantly improve the car's handling, whatever the setting. I have mine set on medium and the car feels much more neutral than the stock setup. It also virtually eliminates lateral body roll from the rear of the car. Right after the installation I took my '05 Evo through the foothills and was giggling like a 12 year old. It makes one of the best handling cars on the planet even MORE tossable. He'll love you even more for it. You'll get your feet rubbed for sure. He may even make you dinner. Good luck and trust me on this one. You're about to hit a homerun.
