low 11s possible?

Is it possible to run low 11s or high 10s on an EVO VIII? Probaly around 2003 or so. I am wondering, because I was hoping to run around that on my next car, and can't decide what I want for my next car. How much money is needed to get to low 11s without building up the engine, on a person who is fairly mechanically inclined, but has never taken apart a complete engine. I know the 4g63 is a fairly easy engine to work on too. I was thinking all bolt-ons+turbo or do I have to upgrade other stuff to get into the low 11s? How would it run on the street? Would I need a fairly good tire on all 4corners to get good traction or could I just drop the clutch?

My budget is roughly around 19-21k on a car, and then 5k in modifications(total). I have quite a few friends with DSMs too, but is there a big difference?

EDIT: I want the car to be fast, but I also wouldn't mind playing around in the rain/snow. Would it still be possible with a big turbo upgrade? I do do auto-cross about 3times a year in my dads car, but it is just a Mustang Mach1(32v DOHC) with catback. It's about an 13.2-5 car.

There is someone running a stock turbo doing 11's here somewhere I think you can find the post in the drag racing section.

Of course Evos can go low 11s and high 10s, but you have to spend money and be a good driver.

You will not hit 10s with only 5k in mods, and you likely won't hit low 11s, although it technically is possible.

I don't just want to keep putting money in a car. I don't have too much at the moment, and was thinking maybe like GT35R turbo and bolt ons with high boost.

Well, that with a standalone ECU on race gas (maybe on a flash, maybe), and you can do 10s as long as you can drive, don't spin the tires too badly, and don't break every piece of your drivetrain, but it's going to be a lot more than 5k in mods.

You'll defenitely need more than 5k to run low 11's. My boy's 05 went 11.0 yesterday. He's motor is still stock with only 280 cams, but the car makes almost 600whp with a GT35 kit. You'll definitely need a good clutch, standalone ecu and excellent tunning to get the numbers you're looking for on a stock motor.

Oh and please forget that auto cross/ snow thing if you're trying to go fast. Please choose one or the other.

The parts alone would cost more than 5k. I wasn't even including installation costs...
