Probably gearing. They only gear them to go as fast as they need to. I'm sure top speed varies (along with gearing) depending on the rally. The shorter they can gear the car the better it gets off the corner.

Also, the turbo inlet restrictior supposedly limits WRC cars to ~300hp. I have seen stats of like 450 ft-lb tq though! That's some killer low and mid-range....
I just did a quick calc and the 34mm inlet restrictor should limit the motor to about 28.5 lbs/min of air (depending on weather conditions of course). So that 300hp seems about right....

The WRC car pic you see is the latest version of the WRC crarisma not the evolution . The engine is a 4g63 variant but has a unique mitsi turbo on board. it is clockwize rotation and has its inlet tot the left of the pic (1) the exit on the pic is indeed the exhaust system. The turbo is similiar to a TR30R garrett . We were very lucky to go around the headquaters before they finally shut there doors as a full works team . The engine use a 34mm air restrictor infront of the turbo inlet , they make around 4 bar of boost of the line with full anti lag or turbo assist as they call it . The trannys in the cars are worth over 200k us$ fully sequential with paddle shift with gear change of around 0.04ms . they are full magnesium casings and run fully active diffs . Expect a WRC car of this spec to make over 550ftlb torque and around 350hp flywheel .
The stock looking rally car is the current works group n car which runs a 32mm restrictor . this ia a showroom class and the cars are built @ ADR MOTORSPORT UK,
this is the garage that does all EVO400'S work in the UK . they have 6 of the final evo 7 WRC cars priced from $300,000 each some of which were driven by tommi himself !!!!
