Maybe it's the difference in gearing that threw off your frame of reference. The MPH "sweet spots" are slightly different between the VIII and IX. Not by a lot but there are some changes to the gearing.
All I can say is put that same TBE and a tune on your buddy's IX and you'll be a believer.

the IX's are way deeper stock for stock because the IX hotside on the turbo is 10.5 where the XIII are 9.8...and i have a IX w TBE and reflash and i ran 12.2 at the track and the evo XIII there was hitting 13.1 with the same modds...Variable valve timing is godd!!!!!

it has a lot to due with driver. stock for stock, a IX doesnt have enuf power to make a ****ty driver beat a good driver in a 8. you really start to notice the difference in power when going mod for mod, 8 vs 9.

MIVEC is what will make the worse driver be able to make a little more mistakes and still win lol stock for stock it reves better and mod for mod slowly but surely the MIVEC will be better. also when you get into the like 400+ WHP its easier to controll ping and stuff for a overall safer setup.(i just cant wait for David Buchur to get one!!)

you didnt mention that if his car was "broken in" yet.
your car has plenty of break in time, while his does not. things will seat in after time and an increase in ring seal may help his performance AFTER he is past his initial break in time.

I owned an 05 VIII GSR SSL and now have a IX MR SE. The VIII may "feel" a bit faster because the boost doesn't taper off as much and the power band is shorter and more abrupt. The IX powerband, even though there is slightly more boost taper due to the increased compression of the MIVEC, is much wider and smoother. IX is a much better car to drive, and is without a doubt faster stock vs stock vs an VIII.

Evotico, yes, the IX has a 10.5 hotside, but so did all of the 05s. The main difference in the IX's turbo is the larger compressor housing. The MIVEC helps, and that is the "difference in cams," but there are also coolant passages in the head that allow for more boost for a given octane.
Donmeca, IXs make _A LOT_ more power both in stock form and with mods, especially with mods. There is an upper limit where the power evens out, but with stg1 mods, there is no comparison, and it's not a driver's race in most cases.
