Sorry about the bad info. on VA visual inspection -- for some reason the inspector looked at and commented on my 2 cats. on our 7 series BMW. I have never heard that putting on an exhaust is illegal in VA, just opportunity for cops to site you for noise issues (I'll have to research a bit). So either the EVO puts out very little hydrocarbons, CO, NO or NO2 or VA laws are pretty loose if one can pass without a catalytic converter -- any idea on which it is? Do any of you that are running catless have emmission results and could post? I would love to see what a catless EVO is pumping out at idle and under throttle. Thanks

Yes, it's 100% illegal to change a single exhaust part in VA. I got a ticket just for having a cat-back with the stock dp/cat, and I still didn't get out of it in court after showing the judge an emissions report where I had passed with flying colors WITH that exhaust on AFTER the ticket. I also showed him an invoice showing that I had removed the cat-back and gone back to stock, and he STILL didn't care. It was only $25, but he still nailed me.
Yes, VA is supposed to do a visual inspection, so if they didn't do one for you DSM GSR04, then you got lucky. They don't do the sniff test, but they check the OBD-II and look to ensure you have a cat.
