Even if you used the stock lines, you didn't put them on right. The 2 small hoses going to the WGA and turbo have to be in the right order. The hose with the red-painted tip goes to the WGA, and the other short one goes to the turbo. The hose going from the intake to the BCS does nothing.

Ive got the TurboXS (came with the car. Switching to EBC soon) and this happens to me too. I can get it to hit 21-23psi, but it hits boost cut. If i get it to hit 21 w/o hitting boost cut it tapers off to 15 to 16psi. Although i can manage to get it to hit 19 psi steady no problems. I think its just a problem with the TurboXS. Not sure how mine is installed. Havent looked at it yet. Yet again i dont have a tune either, unforunately (not gonna get tuned on 93 when im moving to an area that only has 91...). Another friend of mine is running the Turboxs on his evo and is making close to 600hp with it.

I'm telling you that you did it wrong. 11-12psi is base wastegate pressure, and that is what happens every time someone messes with the boost system then tries to go back to stock. It just means the ECU isn't currently able to regulate the boost to where it needs to be. You did something wrong whether it be the hoses or the orientation of the hoses.
