Slip fit exhaust leak?

Slip fit exhaust leak?
Well my car use to run good when I first got my exhaust installed then it started. Under 4k rpms the car seemed a little weaker then before and shifting into 1st or 3rd needed a little more gas then usual. I thought it was because I didn't have a tune so never thought about an exhaust leak.
An exhaust ticket later and a switch back to stock exhuast, my car felt new again. I looked at my exhuast and found this
I thought I was scraping on new tar roads because the pipes hang kind of low but after looking at the TBE outside the car I know it is exhaust sludge coming out the slip fit and that the tack welds are starting to rust. Only 200 miles and a garage kept car and there is a leak and rust?
I did a search and heard you can use clamps or seal it by welding to prevent leaks. Which do you guys recommend?
