Paypal does suck with that, I know for ebay auctions through paypal they only garuntee the transation if the person selling has like 10 or more transactions through paypal which is kinda pointless b/c if they have that many they are atleast on the road to being a legit seller. I bought a memory stick thriugh ebay and paid with paypal and never got the memory stick. I called them up and asked them about getting my money back but they said they would pursue the matter ( meaning file it away somewhere). My question is: since ou have to give them a bank account number to register for paypal, can't they track the person down through their bank account number and get their SSN? But I guess there could be some law prohibiting the banks from disclosing that information to paypal.

More and more people are being ripped off these days. Be careful of who you are getting your goods from. Check those feedbacks, and even if they have a positive history, it will be a risk you take from not buying from a reputable shop.

even though your company is giving a refund, file a claim through paypal. it is a fairly involved process and will take a few weeks, but it will place a negative balance on his account until it is cleared up, which will keep him from taking anyone elses money with that account. granted, he can just open up another, but that takes time, so will shut him down for a while...
good luck and hate to see people get screwed like this.
