Clarification for P0138 EGO Sensor Circuit High Voltage (Bank 1 Sensor 2) needed

So, pulled this in 2 degree Farenheit weather at start-up of vehicle. Car has Frankenstein 3" TBE (just call me "Cobbed Motorsports" (copyrighted) ) Mechanical O2 fix, K&N panel, GReddy EBC p2 specb.

Read all 32 posts when searched and found over and over Bank 1 sens 2 equalled post-cat O2 sens. Thought I claered the code and came back immediately at next start, so not in "pending" state (see one of the 32 prev. posts ). Wondering what may be next step to eliminate. The snow has not been deep (just very cold temp) and the bung for the Mech O2 fix is at 3 o'clock (Looking fore, 9 o'clock looking aft ) so no moisture collecting from it being pointed down...

Stumped on this one gentlemen. Never has been an issue since installed Frankenstein combo of DP Res TP and Cat Back about 4 mo. ago.

Your Sensor May be Shorted. Read the PID list with your Scan tool. IS the HO2S B1S2 reading above 1.5 volts?

I will check it when The temp goes at least above freezing What if it is not above the 1.5V. level you are talking about? I understand you are trying to diagnose that it is a true light, actually reading high as the code implies...

well At one time It must have Read, above. Just want to know if its intermediate or constant. If it is more that 1.5 unplug the sensor and Read the voltage again. If its at 0 replace the sensor. If its not the short is in the wiring between the ECU and Sensor.
