Not sure what you consider safe but it's also not safe driving wrecklessly. From experience especially here in the Bay Area, even though I got pulled over numerous times due to cosmetic stuff, cops didn't even bother looking down below if my car is equipped with a test pipe. It's what under the hood that they're interested on. I mean regardless, if you don't want a cop to be all suspicious, just don't argue and give 'em all the paper work before he can say anything. You'll come out clean!

Worse case scenario is that they'll send you to a ref for a smog check and other smog bs to see if your car will pass. Lotta people will then install all the OEM parts back into the car before they see the ref!

I'm still running on the stock exhaust and didn't notice any difference as far as sound is concerned during idle. I don't think there's much of difference in sound whether you run a high flow cat or just a test pipe.

I have never seen a cop actually look under the car to make sure you have a catalytic converter or make sure your entire exhaust piping is legal. Like my friend's 240sx has been running with a test pipe for over a year and when he got caught the cops never even asked a single thing about his car when there are plenty of things illegal about it. I think most cops don't really care about this type of stuff. The only stuff I've seen cops care about is tinting on windows and sometimes stickers on windows.
