Probably the time the car was owned in a certain year. It sounds like you might be paying for some of 06 since you bought your car when much of the year was over. He must be paying a full year (2007) tax.

Never heard of this exercise tax. 
Do you have to pay it for owning a car and therefore not riding a bike to work and not getting much exercise?
Do you think if you go to the gym and lose weight they will lower your yearly exercise taxes??
