If you buy any car out of sate REMEMBER that when you get home to register your NEW car you will then be required to pay the sales tax of the state you reside in. So try to get the salesman to calculate the sales tax(for your state) and roll that into your Auto Loan. If you don't then you will get stuck payng $1,000's outta pocket...trust me I know...

Your car needs to meet CA standards, even if purchased out of state.
From the CA DMV website:
"If you are a California resident and acquire a new car, truck or motorcycle from another state, it must be certified to meet California smog laws in order to be registered here."

I've gone through this process twice, once buying a car in IL and bringing it to OH and once buying a car in MI and bringing it to OH.
As the previous mentioned, you will have to eCheck it in the state you are titling/registering the car (if applicable), in this case CA.
You will also have to pay taxes when titling the car in CA. If you paid taxes in the other state you purchased the car from then you can subtract the difference in what you owe in CA taxes.
However, in OH if you are buying a NEW car, doesn't matter if it's from another state or not, it is excempt from eCheck for the first 4 years.
I do not know if this is applicable for CA but there might be more leniency for new years as opposed to used.

Here in Washington the car has to be 5 years old before we require emissions. Also try Anaheim mitsubishi because they have the best deals. I got my brand new IX SE for 28,800.00. You wont find a brand new MR for under 29,900.00.

Just got mine used out of state. 05 TB evo 8, 33k miles ,SSL package, transferable warranty till 60k, Honda dealer adult trade in...Still had the original mitsubishi dealer sticker emblem on the rear which was a good sign for me.Shes unmolested and never modded to my knowledge. Paid $22,900 shipped from Texas to South FL. No emissions=good game here
And FYI there are/were a few evo 8 MR's in the mid twenties 25k 26k etc.Very do-able
