new turbo help

--------------------------------------------------------------------------------

I just finished intalling a GT35R turbo and race intercooler w piping, ams small radiator, arp head studs. I took it out for a quick test drive and it ran great at low rpm's. But as soon as I hit 4000-4500 rpms, it breaks up. I got it to hit about 16-17 PSI once without any detonation. A/F ratio was 10.9-11.2 for that one run. After that I can't get it to hit boost. it just breaks up or flutters. other mods are 3''TBE w no cat, comp 280 cams, 780 injectors, UTEC,halmann MBC, intake and warbro pump. The MBC is all the way down. I was running +4timing but I put it back to 0 degrees. I looked at all of the interccoler piping and it seems to be intact. Any suggestion would be appreciated. Thanks
