You have a restricted air flow to the condenser. In it easiest sense the refrigerant doesn't have any way to release the heat when it goes through the condenser.

That is why it cools off when you start moving. Airflow over the condenser thus the refrigerant has a chance to cool. I figure you have upgraded your IC and thus making it that much more difficult for it to get rid of the heat. Meaning the condenser that is.
