the shop did no torque the center bolt on the crank, the crank pully....the one driving the timing belt walked out an took out te sensor. Are they liable in any way?

Sounds like you got a good case to have them replace the sensor. Have them check the connector and harness while their at it to make sure its ok. I would have them pull the cover and check to make sure the front seal wasnt also damaged when the pulley walked out. or the timing belt.
If its a reputable shop, they should cover it all. After all they are the ones that never torqued the crank pulley retaining bolt properly.
