A quarter of a percent is not unlikely for manufacturing tolerances and manufacturing variation. A quarter of a percent is like 8 lbs on a 3200 lb car.

Everything could vary on a car, from machined parts, to layers of paint, to even the length of electrical lines. I've seen similar percents in aircraft and they tend to have tighter tolerances.
