In this situation.
1) You pull over.
2) Call the local police and thell them there is a driving hazard in the road and you need them to come out immediately because it just caused "X" damage to your car. And you may need a tow truck.
3) Get a police report. make sure he gives you a case number on the spot and get his name and badge number.
4) If you have a camera handy like I do (for this exact reason), start snapping pics of your wheel damage and the road hazard which caused the damage.
5) Any witnesses? Get their info too. They donthave to stay, just get their info.
6) Get an estimate for the repair or pay for them yourself. Get the vehicle checked out by the dealer. Keep the receipt and repair order.
7) Call the town this happened in and make a claim against the town.
8) Submit all evidence listed above at the time of the claim.
9) Call them twice a week till your claim is processed.
10) Collect your reimbursment check.
11) If it happens on a "State Highway", they may take months to process.

true i work for the state under a contract i do all the computer work for them and there is a traffic department and all you would have to do is call in and get your call directed to them im sure somebody would make time to come out and check it out. they are pretty nice old ladies call day in and day out about signs fences sidewalks and crap and they make time to go out to every site and see whats going on they would do they same for you and they wuldent cut you a check there is could take a few weeks but its cheaper then coming outta pocket good luck
