Premier Evo Tuner...
Who is considered the premier evo tuner right now? On Evo VIII, Evo IX? Who will you entrust with your Evo X? For just ECU/Exhaust? For the Full Monty with turbo upgrade going for major power...?

research...this is all relative to where you live
personally, Sean Ivey is the only person I'd let tune my car.
and I trust DogBox Racing for any installs and technical help.
nationwide I'd say Buschur and AMS have the most street credit hands down by miles

Dyno4mance, TopSpeed, Forged Performance (all amazing GA shops), then you've got AMS, Buschur, Ivey, etc. Its all up to personal preference. I personally am a huge JDM fan (since im learning Japanese) and would love to have Signal auto, or Auto Produce Boss wrench on my car.
