Progressive will verify the vin before issuing the the policy. Then they will assign the higher vehicle symbol for the evo vs. the Lancer.
Insurance Co's dont look at the violations, they look at the points. You have 8 points, within 2 years and your 22yrs old. Frequency is the key. Also a company like Progressive will re- underwrite a policy each 6 months to check MVR's and clue reports for activity.

When I was looking into getting an Evo recently, USAA was almost double the quote I received from Allstate, and that was using the vin, and it had the car correctly wrote down. I would shop around if I were you, although USAA is about the nicest company out there. Allstate had the cheapest I could find, though i would suggest going to an Insurance agent to see if the could find something cheap.

Progressive does not have the Evo listed, you have to call to get a quote on the Evo. But for kicks: my Porsche (~80k msrp value) is only 9 bucks a month more than the Evo. Evo has been among the list of most expensive cars to insure. If it sounds too good to be true double, and triple, check that the insurance company isn't insuring it as a regular Lancer, otherwise if it gets totalled, that's what you'll get back unless you're really lucky. (They run the VIN when you actually get insured, like others have said, so it should be fine, but for quotes you wanna check)

dude I had a zero record at 22 with a $7,000 car and I was paying $125/month in insurance. with 4 tickets on you record with a $30,000 car that really not that bad. learn to slow down and make complete stops man. be safe.

He went to USAA and it all was almost cut in half...
I will just have to shop around I guess... but the thing is... with progressive. TWO of my tickets come off there records next year. (they go back 3 years)

Yes Evo insurance is high. Look at all the accidents on this forum.
Teenagers and early 20's males buy these cars and do not know how to drive them so they crash them. Oh and a lot of Evo drivers live in apartments and stuff and park their Evos outside so they tend to get stolen, vandalized, or broken into. At least that's what the insurance statistics say, hence the high insurance rates.
