Talk to your service rep. Got mine done today. It took around 2-3 hours. They did what the recall thing sez above. No ECU harness, just the rear O2 sensor and its harness. Call your service rep first and ask them if there is a recall. It is VIN specific, so be ready to give them your VIN. No hassles here.

I just got back from the Mitsu dealership with my car. All they do is re-seal the undercarriage.

I just Got back from my dealer and they looked and found nothing wrong with my car.. Total time I spent at the dealership Was about 1/2 hour and most of that was just bs-ing with my service manager so all in all if your car does not have the problem it will take about 15 minutes..
As far as not having Cats my dealer "would look the other way". But i dont know that just may be because I have done alot of business with them so they would let me slide. In my opinion this is a recall not a warranty issue so you having no cat should not be a problem since it is not a factor that would cause or make this problem any worse.
EDIT: Although not taking your evo in for this recall and something happens to the car you have then voided your warranty.

Who else has gotten their Recall Notice?
mine came in the mail yesterday. i had a moment of panic, till i read it:
"blah blah blah 2003 Lancer Evo blah blah CARB blah blah blah moisture in floorboard blah blah blah rear O2 sensor may barf blah blah blah CEL light possible."
whatever.
but now if i don't have the dealer check it and sign off on me, i go into the "dirty nasty people with open CARB recall issues" database. what a waste of time.
