If the suspension and frame is perfectly okay, the engine is intact and runs (once you replace the two mentioned damaged parts), and the cost of repairing is less than half the cost of the whole value of the car... I'd do it.
Evos are rare cars and someone will buy this one off you for the low ball price, fix it up for $10K, and now they have just obtained a cheap, drivable Evo when you can do the same thing. Don't give it away.
