I'm usually more patient when comes to dealing with people in situations like this, although I wouldn't hesitate to take him to the court and have him pay for the court fees after he loses, I'd still try to approach him first and try to work out an "inbetween" solution. From the description "Mid-forties, hates kids and people making noises in garage..." he can very well be serial murderer material.
Do some research on HOA policies, most of the time HOA won't hold up against you since they don't "own" the streets thus they can't make any private laws outside what the city's own.
Finally, you sure this guy is in his mid-forties?! The way he writes sounds like an old fart in his 80's.

thats what i had to settle with in my subaru....
no but seriously, like someone said before. Go around the complex and get some reports about the sound levels. if it bothers others than i would consider just driving off. it wont do harm to your car.
OR just have him install better windows. I live 5 miles away from the airport and cant even hear airplanes. The township installed sound proof windows in our whole house at no charge. Good windows wont let you head a car. let alone a car idling. Tell him to get a job and a social life and he wont hear you in the morning or coming home late at night.

When giving advise, remember this guy has a lot of neighboors. They all live really close without any landscaping to absorb sound (see below). Doing the 2- step at 3:00am will get this guy killed by a mob of angry people!
