the top carbon fiber section of my spoiler has pealed. almost all the clear or resin, not sure, is almost all off. it isnt doing this on the c/f pieces on the sides of the spoiler. is this normal? is this form the person who owned it before me not taking care of it? can it be fixed or do i need to buy a new o.e spoiler

Oh god, please don't spray bomb your spoiler. Take it to a shop and get it recleared. The prep work in that DIY is 'ok' at best. You should sand it with 600 and then reclear it. No need to 'smooth' it out with 2000. Paint and clear needs mechanical adhesion and when you spray anything that's been sanded with over 600 it looses that 'bite'.
If you did the prep work a shop should do this for less than $100 if not under $50.
