is destination charge included in msrp?

My local mitsubishi dealer has $26,891 listed for the evos right now.They have 3 in stock.So they are actually selling them at that price?

I have a strong feeling, it was how the dealer laid it out. There's no way that they'll take a $1000 loss on an Evo, or ANY car for that matter.
