This ^, but you dont need cams to accomplish this. I have about 420whp right now without cams.

I say skip on the meth and the only reason I say this is because your budget is small and you seem not to know much about modding. Running a second fuel system is much more serious than most people take it to be.
Yes there are some on here who have had no problems with meth, but the worries and headaches of failsafes for failsafes is not worth it. I say increase your time length and your budget and do it properly.
turbo back exhaust, 02 housing, boost controller (manual or electronic) ported and jet coated stock manifold, wahlbro fuel pump, tune, fmic kit, cams (aggressive), valvesprings, headstuds, 800cc injectors and fp red you'll be fine. It's much better to do it properly the first time instead of taking shortcuts.
Always use the 2/3 rule: Fast, Cheap, Reliable.

My brothers Evo eight with HKS 272's and Evo VIII 10.5 Hotside at 28lbs of boost he put down 390 WHP on a conservative tune on E85 and the temp was prolly 85 degrees or higher outside so Depending on the temp hes got over 400 WHP.
I'm runnging a 30r kit on 32.5 lbs of boost at 70-90 degrees F but as the temp drop my boost increases. Right now its about 36 degrees out and I run 35lbs of boost. I dynoed 484HP at 32.5 and so I'm guessing now at 35lbs of boost its 500+WHP? So I guess depending on the fuel you run will fit the big picture.

I suggest you keep modding until youre happy with how the car feels or until you achieve a 1/4 mile time youre happy with. Setting a horsepower goal is next to useless now a days with how some people run them.
My suggestion is to look in the drag racing forum, see what people are running and what parts it took them to get there. See whats popular and whats not then make a decision on your own. Once you have an idea what you'd like make another thread and let people give help you decide whats good and whats not.
If you'd like my opinion shoot me a PM and i'll give you a list of what I think is best for you. The most expensive isn't always the best.
