Baked brake dust won't come off! HELP

i had some big chunks of brake dust or something on the lip of my wheel. i used some tar remover and a dremel with a little cotton buffing wheel on low speed to get it off. i dunno if thats the safest, but it took it right off with no other effects.

Depending on how much is there you'll be going through a lot of clay bars, but if your going to try that route go with a clay magic clay bar.
