Fill up and blow by.
I just filled up and my engine was idling rough so I figured it was just air in the tank, as I hadn't driven the car in about a week and a half it sat with an empty tank so I filled it up today.
Then I noticed a bit of oil near the oil cap, it wasn't a puddle but just a like a film. I figured it was just normal blow-by.
All of these symptoms sound normal?

sounds normal. the vehicle will tend to run rough right after gettin fuel. that is normal as a change in fuel tank pressure. if my car is hot and i stop for gas and start it back up after fueling the thing barely stays running.
as far as the oil near the cap don't worry about it. as long as ur dipstick didn't come shooting out of its sleeve yet u r all set.

Press a fingernail into the oil filler cap gasket. A good gasket will be soft and pliable. A bad gasket will be hard - replace.
If the gasket is hard next check under the spark plug cover. Usually, if a little oil is found around the cap, more oil that came from the cap will be found under the cover. This area should be kept oil free.

For one my vehicle has cams so the idle is already poor. Secondly your vehicle has an evap system that controls fuel tank pressure, when pressure is relieved (remove gas cap) it will affect your vehicle when u start it up until it achieves its desired tank pressure once again.
