Listing any mods he has would help narrow down the list.
Edit: just saw your post. Would he do install work himself if you bought him parts? If so, LICP (ETS L92 seems popular around here and isn't very pricey) would give good gains and not be too expensive. Otherwise, the boost controller/gauge would be better.

if you get him an MBC make sure to order some new vacuum line. the stock vacuum line has restrictor pills in it. you can order new vacuum line from slowboyracing.com/sbs trust me you dont want to have an MBC without this hose.

You can get vac lines from ricerzone for about 5$. If he is going to do the installs himself I suggest you check out the how-to section and buy him the parts needed to make a boost leak tester. The parts can be bought for around 10$ at Home Depot. That way as he mods he will be able to find and fix all his boost leaks because he will have them.
