loud noise when its rainnin out
i have an 03 evo and when its rainnin quite a bit out, there is a loud noise around the right front wheel sounds bout like a truck with tires that are to big when it flaps on the plastic inner fender...didnt know if anyone else had heard of this or knows what i can do to fix it

Check your tread wear. Look for the perpendicular lines going across your tread lines. If the tread lines are even with that perpendicular line, your tires are no longer street legal. At a certain point the tires will make noise because they are getting low. How many miles are on your current tires, and are they low profile or all season or winter?
I was hearing what seems to be the same noise, and it's just tire noise because mine are somewhat low.

ok ill check it but i dont really think its a tire noise cause last night it done it no sooner than i started to move forward most usually tire noise doesnt start from a roll it will also do it going down the road but only when its rainnin ive never heard it when its pretty out

Mine did it only in the rain as well. Got some help from guys on another Evo site. Checked that hanger on recommendation of someone else with the same issue. That was it. But my exhaust fits weird as it's a JDM fitment for a VII and I extended the TP for bumper clearance.
That hanger holds the exhaust toward the passenger side and stabilizes it. When it's not attached, the exhaust sits closer to the driveshaft and rain/water can cool the exhaust unevenly and cause it to bow/flex toward the driveshaft.

Having the same issue!!! Have an 05 EVO8 with HKS TIT exhaust. It has happened once before in really heavy rain. Today it was really bad and you could hear it hitting...
It sounded like it was coming from near the rear exhaust hanger and it got worse with speed.
