That's what the Eastwood rust converter is for.. then the undercoating

you're missing the point. Rust converter is not paint. Undercoating is not paint. Convert. Paint. Undercoat (if you want)

Here is the description:

NEW FORMULA FOR 2009/2010! Eastwood's renowned Rust Converter is now available in a convenient aerosol package. This high tech formula halts residual rust in its track and converts it into a black protective polymeric coating, eliminating the need for sanding. The converted protective coating is now a suitable primer and is compatible with most top coats. Additionally, the protective coating will seal the surface and prevent future rust growth. To apply, simply remove loose rust with a wire brush and spray on Eastwood's Rust Converter, allow it to dry and top coat it with a quality coating.

See where it says "compatible with top coats" That means you should paint over it. And if any doubt, read the last sentence. Undercoating is not a sealer like paint.
