It's a form of corrosion. Depending on how severe, the oxidizing could lead to pitting or exfoliation of the metal itself. Treating it immediately would be your best bet.

So what do I clean it with? How? So not to bend the fins. And where can I buy it?

Depending on where the corrosion is. lightly sand area with a proper grit sand paper. If it is not pitting then a light grit will do. Then go to local auto body supply/paint supply store and ask for a corrosion inhibitor. Just one for you in link

I can wipe the corrosion off with my finger, so its not that bad that I have to sand it off. Nobody has this problem with your fmic. Maybe its an aluminim thing?........ I've only washed the once!

It is an aluminum thing.. It's called aluminum oxide. Aluminum rust.
See if you can find mold saver.
This stuff works alright, but you have to reapply it every once in a while.

The only way to eliminate it is to have the incercooler alodined or anodized.

The left part is alodined. The right, bare aluminum.

I use alodine1201 every day on aircraft parts. Let me tell ya.. The stuff works awesome.

PosiTech International, Inc. did mine. They cleaned it, etched it and alodined it for $40.
