Shaft play is when the turbos shaft that holds the blades on can move in and out or wiggle up and down or side to side and it means that the turbo is practically broken and is no good or will not hold boost very well and it is time to get a new turbo!

basically the bearings wear out eventually over time... Shaft play is not necessarily a bad thing, just means your turbo is wearing out. I had a gt28rs disco potato that after 33k miles, had ZERO shaft play, but I've seen a turbo or 2 that had quite a bit (a mm is considered enough for replacement/rebuild) after only 10k miles...
You can actually buy the bearings for your turbo and have it rebuilt for cheaper, or of course replace it / buy an upgrade. Eventually if it starts leaking oil where it shouldn't be, you need to do something, lol.
