Your RPMs are to low. U cant do a full throttle pull at 2500 RPMs. I dont know exactly why this is but my thoughts on it is the ECU is adding fuel but cant get enough air supplied to spool the turbo. try rolling into the throttle at a nice steady pace until u reach full throttle and higher RPMs. you should try this at a track because you will probably be breaking the speed limit (and thats my disclaimer)!
