Is it safe for passengers to ride in the back with a harness bar?
I'm wanting to get a harness bar and some takata harnesses, but I want to know if it's then safe to have passengers in the rear...if not I'm not going to do it as it's my daily

Simple answer...no. What happens when their head smacks into the bar? You guessed it, they are f'ed. Unless they are wearing a helmet I would keep passengers out of the back seat with a harness bar.
On a different note why are you looking to get harnesses? Assuming its your daily I feel like that would be a PITA not to mention the fact that they arent the safest for day to day driving.

Im thinking of making it my fun car and getting something better on gas and to save mileage on the evo. I still for the time being and even after want to tote people around on the weekend etc though...

No offense, but dont you think this is a very simply answered question? Why dont you ask yourself the question, would you want your head smashing up against a steel bar and having your brains all over those nice Recaro Seats? I made my decision..

No. Its not safe. Nor are most harnesses DOT approved.

If you want a harness for the driver, you could mount only a driver's harness passing through the opening in the rear seat and still allow for a single passenger in the rear on the right side. That is the only solution I can think of.
I also do not recommend rear passengers with a harness bar.
