it should not burn oil, if the person who built the motor built it improperly, such as not honing, not placing or gapping the rings correctly this could be your issue. or if they did a motor build without proper machine work

All engines use oil. Some oil gets into the intake, some past the rings, some past the valve seals. If the last two didn't happen, how would the cylinder walls and valve guides stay lubricated?
People who state that their Evo engine uses no oil at all do not realize that used oil is contaminated with dirt, ash and gasoline. This can cause the volume to remain the same in a tight engine.
An Evo with a good OEM engine, broken in, should easily go 3K miles without needing topping up. Built engines with forged pistons have more piston clearance and usually will use more oil. I'd suggest that if the engine uses more than a quart every 1000 miles something is wrong.
