Upstream 02 No Activity! Help!

Well before my turbo decided to bite the dust I was throwing codes for a front 02 no activity, low volts, etc. so when I bought a new turbo it came with a 02 sensor so I installed it with that one same thing. I put it on the scanner and it displays 0 volts, I graphed it on the scope just a flat 0 line nothing. Both sensors didn't look damaged, the wires look fine no tears, burns, pulled out wires nothing. I checked both connectors no corrosion, loose pins, nothing but sensors rear 0 volts.

What should I check anything common with this I would have to buy such an expensive sensor again and have it not be truely the problem any advice of what I should look into would be greatly appreciated!

Going to bump this again anybody swapped another sensor same thing. Is there any diagrams or testing I can do to the wiring on my car? Multi meter? etc. Is there a common place maybe on the car wiring part that breaks or messes up? Would like to get this figured out!
